Pakistan Interior Minister Mohsin Naqvi’s visit to Tehran for talks with Iranian Parliament Speaker Mohammad Baqer Qalibaf represents more than a courtesy call between neighboring states. The Bilateral Expansion Agenda

Beyond the geopolitical framing, the meeting produced a concrete agenda item: expanding economic, trade, cultural, and security cooperation between Pakistan and Iran. This is not incidental. With US sanctions on Iran remaining in place despite the ceasefire, Pakistan represents one of the few neighboring economies through which Iran can develop legitimate bilateral economic relationships without immediate American financial system exposure.

Pakistan-Iran trade has historically been constrained by sanctions compliance concerns among Pakistani banks and businesses. Naqvi’s visit to Tehran while simultaneously managing Nur Khan Airbase logistics for US-Iran diplomatic traffic is a precise illustration of Pakistan’s strategic position: present on both sides of the conflict’s diplomatic infrastructure, trusted by neither fully, indispensable to both.
