Punjab issues guidelines for installation of solar panels

LAHORE – The Provincial Disaster Management Authority (PDMA) has issued new safety guidelines for installing solar panels across Punjab, following recent windstorms that caused damage due to poor installations.

In a notification issued earlier this week, PDMA emphasized the urgent need for strict compliance with installation standards to prevent future incidents. The guidelines have been forwarded to all commissioners and deputy commissioners in the province.

Only Certified Experts Allowed for Solar Installations

As per the directive, only solar experts approved by the Alternative Energy Development Board (AEDB) should be allowed to install solar systems, especially on public buildings like schools, hospitals, and government offices.

The district administration has been instructed to share Standard Operating Procedures (SOPs) immediately with all key stakeholders, including building owners, solar vendors, and installers.

Strict Oversight by Local Authorities

The Energy Department’s instructions also highlight that municipal corporations and building authorities must enforce these guidelines without exception. Regular inspections are expected to begin soon, especially at high-risk or high-traffic locations.

Key Safety Guidelines for Solar Panel Installation

PDMA Director General Irfan Ali Kathia stressed the importance of secure installation. He outlined the following key safety steps:

• Panels must be installed in a sealed and stable manner

• Stainless steel nuts, bolts, and spring washers must be used for fastening

• Avoid using wire, cloth, or ordinary ropes to tie cables; standard cable ties must be used instead

• Inverters, batteries, and meters should be mounted above ground level

• Roof drainage paths must be kept clear and clean

• High-impact solar panels are recommended to withstand hailstorms

Public Awareness Campaigns to Follow

To ensure widespread compliance, PDMA has called for awareness campaigns. These will be run through mosques, local media, community leaders, and district information officers.

Authorities have warned that non-compliance may result in penalties or removal of improperly installed solar units, especially in sensitive zones.

The move comes as solar energy adoption grows rapidly in Punjab, but unregulated practices have led to an increase in safety hazards, particularly during extreme weather events.
