EU Warns Netherlands Over Rail Network Rules and Competition Concerns

The European Commission has warned the Netherlands that its rules for allocating train slots on the country’s main rail network may violate EU antitrust laws. The Commission said the current system could restrict competition, particularly for international passenger rail services, by giving priority to the state-owned rail operator, Nederlandse Spoorwegen (NS).

According to the Commission’s preliminary findings, the slot allocation rules may distort fair competition and strengthen NS’s dominant position in the rail market. EU officials expressed concern that the existing framework could make it more difficult for competing operators to expand international passenger services.

The European Union has issued a formal notice to the Dutch authorities, requesting a response within two months. The Commission is seeking changes to ensure fair access to rail infrastructure and promote greater competition in line with EU market rules.
