Federal Cabinet Approves Four-Year Hajj Policy Framework for 2027–2030

The federal cabinet has approved a four-year Hajj policy framework for 2027–2030, with the Ministry of Religious Affairs introducing a comprehensive 20-point plan aligned with Saudi Vision 2030. According to the approved framework, all Hajj-related processes will gradually shift to government banking channels and fully digital systems to improve transparency, efficiency, and accountability in Hajj operations.

The new policy proposes the introduction of a multi-year Hajj registration and digital waiting list system for the first time, allowing prospective pilgrims to plan their pilgrimage three to four years in advance. Registration, payments, complaint resolution, and other services will be managed through digital platforms. The framework also recommends maintaining the existing 50-50 quota between the government and private Hajj schemes, while redefining the government’s role from a service provider to a regulator and expanding private-sector participation to improve service quality.

Among the key recommendations are the introduction of a Hajj savings scheme, a “first come, first served” digital waiting list, priority for registered applicants, and multiple government Hajj package options. The framework also calls for transparent procurement through competitive tendering in Pakistan and Saudi Arabia, performance-based regulation of private Hajj operators, mandatory private Hajj management portals, merit-based appointment of Hajj welfare staff, enhanced pilgrim training and emergency awareness programs, continuation of the Hajj Protection Scheme, and the establishment of dedicated emergency response teams to ensure a modern, transparent, and accountable Hajj management system.
