Why Did Modi Government Target Sutlej? Film Removal Sparks Political Storm in India

A fresh debate has erupted in India after the government reportedly sought the removal of the film Sutlej from the ZEE5 streaming platform, with critics questioning whether authorities are attempting to suppress difficult chapters of the country’s past.
According to Indian media reports, the film, based on real events, was removed from the platform in India following concerns raised by authorities over national security. The move came only days after the release of the film, which had already faced years of delays and multiple title changes before reaching audiences.
The film, starring renowned singer and actor Diljit Dosanjh, was reportedly scheduled for release after the filmmakers made several changes following objections from the Indian censor authorities. The project initially carried different titles, including Ghallughara and Punjab ’95, before being renamed Sutlej in an effort to address concerns and secure approval.
However, Indian media reports said the government later requested that the film be taken down from ZEE5 in India, citing security-related concerns.
Film Based on Human Rights Abuses in Punjab
Sutlej is reportedly inspired by events from Punjab during the 1980s and 1990s, a period marked by allegations of extrajudicial killings, enforced disappearances, and human rights violations during counter-insurgency operations.
The story is linked to the life and work of Sikh human rights activist Jaswant Singh Khalra, who investigated allegations of thousands of disappearances and deaths in Punjab. Khalra’s research focused on claims that unidentified bodies were secretly cremated without informing families.
Reports state that Khalra examined municipal records and traced thousands of cases in which people were killed and cremated as unidentified individuals. He later presented his findings through press conferences and international forums, drawing global attention to the issue.
Legacy of Jaswant Singh Khalra Remains Controversial
Jaswant Singh Khalra was abducted and killed in 1995, an incident that became one of the most discussed cases connected to Punjab’s human rights history. His widow, Paramjit Kaur Khalra, continued a long legal struggle seeking justice and accountability.
Human rights advocates have repeatedly raised questions about abuses during the period, while activists have called for greater accountability regarding those accused of involvement in unlawful actions.
Former Punjab Police chief K.P.S. Gill, who led security operations during the period, faced public criticism from some human rights groups over allegations linked to the era. However, he was never charged in connection with Khalra’s killing.
Ban Sparks Debate Over Freedom of Expression
The reported removal of Sutlej has reignited discussions over freedom of expression, historical memory, and the portrayal of minority experiences in India.
Critics argue that restricting films dealing with sensitive historical events prevents society from confronting painful realities, while supporters of the government’s decision have cited concerns related to security and public order.
Political analysts say the controversy has once again brought attention to allegations of state excesses during Punjab’s turbulent decades and claims that certain chapters of history are being pushed out of public discussion.
Human rights organizations and Sikh community bodies have also opposed restrictions on the film, arguing that stories connected to victims and their families should not be silenced.
The controversy surrounding Sutlej has further intensified debate over India’s treatment of minority communities, the protection of historical narratives, and the balance between national security concerns and freedom of artistic expression.
As discussions continue, the film has become more than a cinematic project — it has emerged as a symbol of a broader debate over justice, accountability, and the right to remember painful chapters of history.
