BISP September 2025 Survey – Who Lost Payments

The Benazir Income Support Programme (BISP) has been helping poor families in Pakistan for years. Every month, it gives money to people who cannot meet their daily needs. For many, this is the only support to buy food, pay school fees, or cover medical bills.

But in September 2025, thousands of families were shocked when their payments suddenly stopped. They were excluded after the new BISP Dynamic Survey update. This left many confused and worried about their future.

What Is the BISP Dynamic Survey?

The Dynamic Survey is a new system to keep records updated. Before, BISP used the National Socio-Economic Registry (NSER), which was only updated after many years. That allowed some people to keep receiving money even when their financial condition had improved.

  • Households with higher PMT scores.

  • People owning luxury items like cars or multiple houses.

  • Families where the main beneficiary died and no nominee was added.

  • CNICs flagged for fraud.

  • People who failed biometric verification at ATMs or shops.

How to Check Your Status

You can easily check if you are still eligible:

  • SMS 8171 – Send your CNIC number.

  • BISP website – Enter your CNIC online.

  • Tehsil Office – Visit for in-person help.

What to Do If Payments Stopped

If your payments were stopped, you can try to restore them:

  • Update details at the Dynamic Survey desk.

  • Re-check your PMT score.

  • File an appeal with documents if you were wrongly excluded.

  • Provide proof of low income, disability, or widowhood.

  • Nominate a new person if the main beneficiary passed away.

How to Avoid Problems in Future

  • Keep CNIC updated and valid.

  • Report any household changes (marriage, job, or death).

  • Always attend the Dynamic Survey.

  • Give correct information to avoid blacklisting.

  • Regularly check 8171 and official offices.

Why Exclusions Are Necessary

Although exclusions are painful, they help the program stay fair. Pakistan’s budget is limited, and if ineligible families keep getting payments, the truly poor will suffer.

By removing ineligible cases, BISP ensures that:

  • Money reaches the most deserving families.

  • Fraud and misuse are reduced.

  • Public trust in the program grows.

  • The system remains sustainable.

For families who lost benefits, it is tough — but for those still struggling in poverty, this step makes sure help goes where it is needed most.
