Saudi Arabia introduces new skill-based visa system for expats

Saudi Arabia has introduced a new system to classify work permits for expatriates into three groups: high-skill, skilled, and basic.

This decision was announced by the Minister of Human Resources and Social Development, Ahmed Al-Rajhi. It is part of efforts to improve the labor market and support the country’s Vision 2030 and National Transformation Program.

The new classification started on June 18, 2025, for existing expats, and it will apply to all new arrivals from July 1, 2025. A detailed guidance manual is now available on the ministry’s official website.

The ministry says the system will:

• Improve workforce quality and efficiency

• Attract international talent to Saudi Arabia

• Transfer global expertise to the local market

• Support innovation and modern business practices

• Make sure workers are qualified for their jobs

By dividing permits by skill level, Saudi authorities aim to create a more transparent, competitive, and efficient labor market that matches international standards.
