Netanyahu Faces Travel Restrictions Across 125 ICC Member States

Israeli Prime Minister Benjamin Netanyahu faces significant international travel restrictions, with 125 countries that are members of the International Criminal Court (ICC) legally bound under the court’s framework to arrest him if he enters their territory, according to a report by Israel’s Zman Yisrael. The countries reportedly include major Western states such as France, Britain, Germany and Canada, all of which maintain close political and economic ties with Israel.

The restrictions stem from an arrest warrant issued by the ICC in November 2024 against Netanyahu over alleged war crimes and crimes against humanity during Israel’s military campaign in Gaza. The court has accused Netanyahu of responsibility for the war crime of using starvation as a method of warfare, as well as crimes against humanity including murder, persecution and other inhumane acts. Palestinian officials and international organizations have reported tens of thousands of Palestinian deaths and injuries since the conflict began in October 2023.

The practical consequences of the warrant have already affected Netanyahu’s international travel, with his aircraft reportedly taking alternative routes to avoid the airspace of ICC member states. He has also stayed away from events in countries where the warrant could potentially be enforced, including the World Economic Forum in Davos, Switzerland, which is a member of the ICC. The restrictions have significantly narrowed the Israeli prime minister’s ability to travel freely to much of Europe and other ICC member states.
