The Benazir Income Support Programme (BISP) helps low-income families across Pakistan by giving them cash assistance. But many people are facing a serious problem: unauthorized deductions from their payments.

If this has happened to you, don’t stay quiet. You have the right to file a complaint and get your full payment back. This simple guide explains how you can protect your rights and take action.

Why You Should Report Payment Deductions

When someone takes money from your BISP payment without permission, it is illegal. Some agents or shopkeepers demand extra fees, which they are not allowed to charge.

By reporting, you can:

Who Can File a Complaint?

You can file a complaint if:
✔ You are registered under BISP Kafalat, Taleemi Wazaif, or BISP Savings Scheme

  • Write down the reference number they give you.

This is the fastest way if you can’t visit an office.

Visit the Nearest BISP Tehsil Office

  • Take your original CNIC and registered mobile number.

  • Ask for a complaint form and fill it with details:

    • Your name, CNIC, payment center name, deducted amount, and what happened.

  • Submit the form and get a reference number.

This method is ideal if you prefer face-to-face help.

File a Complaint on the BISP Online Portal

  • Visit the official BISP website or 8171 web portal.

  • Enter your CNIC number and fill the complaint form.

  • Upload evidence (if any).

  • Submit and save your reference number.

This is best for people with internet access.

Send an SMS to 8171 (If Available)

  • Type your 13-digit CNIC and send it to 8171.

  • Follow any instructions in the reply.

Note: This option may not work in all areas, so check with the helpline first.

Information You’ll Need Before Complaining

✔ Original CNIC
✔ Registered mobile number
✔ Date, time, and place of payment
✔ Name of the agent/shopkeeper (if known)
✔ Amount deducted

What Happens After You File a Complaint?

  1. BISP will register your complaint and give you a reference number.

  2. They will investigate the issue.

  3. If your complaint is valid:

    • You may get your deducted money back.

Most complaints are solved within 7 to 14 working days.
