PM Shehbaz Launches ‘Roshan Economy Power Package’ to Boost Growth, Jobs, and Exports
PM Shehbaz announces special relief package for industry and agriculture
Prime Minister Shehbaz Sharif announced the “Roshan Economy Power Package,” a major initiative aimed at energizing Pakistan’s industrial and agricultural sectors by offering discounted electricity rates for incremental usage.
Under the three-year package, effective November 2025 to October 2028, industrial and agricultural consumers will pay a reduced tariff of Rs22.98 per unit for electricity used above their previous year’s consumption. The base consumption will remain billed at existing rates.
The prime minister emphasized that the plan will not burden households or other sectors, ensuring that the cost of relief remains confined to productive industries. “The package will help strengthen the backbone of Pakistan’s economy — its industry and agriculture,” PM Shehbaz said while addressing business leaders, industrialists, and farmers in Islamabad.
He credited Energy Minister Sardar Awais Ahmad Leghari and his team for designing the package, saying their “commendable efforts” would make Pakistani businesses more competitive across the region.
PM Shehbaz recalled that a similar winter incentive last year led to the consumption of 410 gigawatt-hours of additional electricity, resulting in higher industrial output, more exports, and new employment opportunities.
“The journey from economic crisis to stability has been tough but fruitful,” the prime minister said. “Through hard work, sound policies, and the cooperation of our economic team, Pakistan is moving towards self-reliance.”
Energy Minister Awais Leghari later explained that the government decided to channel 7,000 megawatts of surplus electricity to industrial and agricultural users rather than letting it go to waste. He said the plan would reduce the average cost of electricity and stimulate economic activity.
For industries currently paying Rs34.9 per unit (excluding taxes), the average tariff will fall to:

Rs32.5 per unit with 25% higher consumption,

Rs30.9 with 50% more, and
-
Rs28.9 if consumption doubles.
Similarly, for agricultural consumers paying Rs32.2 per unit, rates will drop to:

Rs30.3 with 25% additional usage,

Rs29.1 with 50% more, and
-
Rs27.6 if power use doubles compared to last year.
Officials said that even higher consumption would trigger further tariff reductions.
