CDA’s Comprehensive Anti-Encroachment Action Continues Along Islamabad Expressway East in Line with Policy of Encroachment-Free Islamabad

ISLAMABAD: The Capital Development Authority (CDA) has continued its comprehensive anti-encroachment and building control operation along Islamabad Expressway East, in line with its policy of ensuring an encroachment-free Islamabad, maintaining planned development and ensuring compliance with applicable laws and building regulations.

In pursuance of the vision of the Honourable Federal Minister for Interior, Syed Mohsin Raza Naqvi, to streamline and regulate the Islamabad Expressway, the Building Control Section (BCS), CDA, in coordination with the Enforcement Directorate and District Administration, commenced a comprehensive sealing, regularization and demolition drive.

Action has been initiated against a total of 377 identified structures, including 281 commercial structures, along the designated stretch of Islamabad Expressway East. The action is being undertaken under the applicable building control regulations, land-use provisions and other relevant laws to address unauthorized construction, unauthorized commercial activities and other violations.

As per the applicable by-laws, approximately Rs. 3 billion is recoverable on account of land conversion charges, unauthorized construction and violations relating to setback, FAR and covered area. During the previous enforcement drive, approximately Rs. 720 million was recovered, while around Rs. 100 million has so far been recovered during the ongoing operation.

More than 140 violative structures have so far been proceeded against under the applicable Building Control Regulations. The operation covers the stretch from Soan Dehati through Iqbal Town, Khanna Pull and Koral Bridge towards Koral/Gulberg Greens.

As part of the ongoing operation, 124 structures between Soan and Khanna Pull have been identified, earmarked and demarcated for demolition, and demolition activity has already commenced.

CDA has clarified that sealed premises shall remain sealed until the identified violations are duly rectified and all requisite legal and regularization formalities are completed, subject to approval by the competent authority. No sealed premises will be allowed to resume activities in violation of applicable laws and regulations.

The ongoing operation reflects CDA’s commitment to enforcing building and land-use regulations, preventing unauthorized development and ensuring orderly growth along major corridors of the capital.

CDA has reiterated that enforcement action will continue against violations in accordance with the law as part of its broader policy of establishing and maintaining an encroachment-free, properly regulated and planned Islamabad.
