Saudi Arabia Clarifies Iqama Rules for Foreign Nationals – November 2025 Update
In a major update, the Saudi government has confirmed that all foreign nationals who meet the official requirements and have a valid employer sponsor are eligible to obtain an Iqama (residency permit). The Iqama allows expatriates to live and work legally in Saudi Arabia while providing access to essential services such as healthcare, banking, and housing. This announcement is expected to streamline the process for foreign workers and ensure smoother integration into the Kingdom. The Iqama (إقامة) is an official residency and work permit issued by the Saudi Ministry of Interior (MOI) to foreign nationals employed in Saudi Arabia. It serves as an identity card for expatriates, validating their legal status within the country. Without a valid Iqama, foreign workers cannot open bank accounts, register mobile SIM cards, or access other critical government services. To obtain an Iqama, a foreign worker must first receive a job offer from a Saudi employer. The employer acts as the official sponsor and takes charge of the Iqama application process, which involves several steps: Once all procedures are complete, the Iqama is usually issued within 2-3 weeks. The cost of the Iqama issuance is typically borne by the employer and ranges from SAR 650 to SAR 800 annually. Other associated costs, such as health insurance (SAR 300–500) and pre-travel medical tests (SAR 150–200), may vary. All foreign nationals with a valid Saudi work visa are eligible for the Iqama, provided they work under a registered Saudi sponsor and complete the necessary medical and biometric verifications. Citizens from countries such as Pakistan, India, Bangladesh, the Philippines, Nepal, Egypt, Indonesia, and Sri Lanka are eligible to apply for the Iqama, with the process being largely the same for all nationalities, though minor variations in embassy verification and costs may apply. The Iqama is crucial for foreign workers in Saudi Arabia, as it serves as their legal identity in the country. Without an Iqama, expatriates cannot perform essential tasks, such as: Living or working in Saudi Arabia without a valid Iqama is illegal and can lead to serious consequences, including: Employer penalties, including business license suspension Employers play a vital role in the Iqama process. They are responsible for applying for the Iqama within 90 days of the employee’s arrival, paying all associated fees, providing valid health insurance, and ensuring timely renewal. Failure to comply with these responsibilities can result in both legal and financial repercussions for the employer. The Iqama is valid for one year and must be renewed before it expires. Renewal can be done online through the Absher or Muqeem platforms. The renewal process requires: Late renewals can incur fines starting from SAR 500, with increasing penalties for repeated violations. With the latest clarification from the Saudi government, foreign nationals looking to work and live in Saudi Arabia now have clearer guidelines regarding Iqama eligibility and the process. The Iqama remains an essential document for all expatriates, providing them with both security and access to vital services in the Kingdom. What is an Iqama?
