BISP Payments Blocked for Women Living Abroad

07 July, 2025 13:11

The Benazir Income Support Program (BISP), one of Pakistan’s key welfare initiatives, has introduced a new policy that blocks payments to women who have traveled or are currently living abroad. This move is aimed at ensuring the program supports only the most deserving and underprivileged women within Pakistan.

Who Is Affected?

According to BISP’s new directive, financial assistance will be stopped for women who:

  • Have traveled internationally,
  • Are currently living outside Pakistan,
  • Or have been sent abroad by a sponsor like a husband or brother.

Such women will remain ineligible for up to two years, and their BISP accounts have been blocked.

Why This Policy Was Introduced

BISP clarified that its core mission is to assist poor women in Pakistan who need regular help for food, education, and health needs. The policy update aims to remove those who show signs of financial stability, such as international travel.

“The core goal of BISP is to help underprivileged women within Pakistan who are struggling financially and need consistent support…”

This action is intended to protect the integrity of the program and ensure only truly deserving beneficiaries remain on the list.

How Are Women Being Flagged?

To identify ineligible recipients, BISP is using advanced digital verification through:

  • NADRA records
  • FIA immigration logs
  • Passport and visa movement tracking
  • AI-based data matching tools

These tools automatically flag and block those who have recent foreign travel history.

Consequences for Flagged Individuals

If a woman is identified under this rule:

  • “All BISP payments will be stopped immediately.”
  • “You will be banned from receiving payments for 2 years.”
  • No re-enrollment or application will be accepted during this period.

Even pending applications will be rejected without appeal.

Example Case

Take the case of Bushra, whose husband took her to the UAE after applying for a family visa. Although she was previously receiving BISP aid, her account was automatically blocked and she now cannot apply for two years, even if she returns to Pakistan.

Frequently Asked Questions (FAQs)

  • Why is this policy enforced?
“Because foreign travel suggests financial stability…”

  • What if I return to Pakistan?
“You will still be blocked for two years unless there’s an official exemption…”

  • What if only my husband traveled?
“Even if a family sponsor sent you abroad or applied for foreign travel in your name…”

  • Can I appeal?
Currently, there is no appeal process, but affected individuals can visit BISP centers for help.

 Key Advice for Applicants

  • Don’t use another person’s ID for travel.
  • Make sure your NADRA residency is correctly updated.
  • Visit your nearest BISP office if you suspect an error in your status.

Official Guidance

If you feel your account was blocked in error, you are advised to:

  • Visit the nearest BISP center
  • Call the BISP helpline
  • Carry your NIC and travel documents for manual review
